"In this report, Research-intensive clusters (RICs) are defined as clusters that predominantly rely on research and development (R&D) as a source of their innovativeness and competitiveness. Such clusters are often based on strong partnership and collaboration between enterprises and public research organisations,
including universities. RICs are market driven but usually receive support from public or semi-public bodies. Due to their research intensity, RICs are evolving in the proximity of universities or R&D institutes enabling strong network relations that foster the exchange of knowledge and human resources. Science parks are largely regarded as key elements of the research based regional development policy and can be complementary to RICs..."
