In recent years, policy analysts have studied policy as a process of argumentation. Gone are the analyses of politics based on rational choice and instrumental rationality, as well as the study of policy cycles (agenda-setting → policy formulation → adoption → implementation → evaluation), at least among critical authors.
Policy-making is conceptual construction, from its very first step – the problem to be addressed – to the last – action."
